Lost money to fraud in 2026? Why RBI’s 2027 compensation cut-off matters
RBI’s new digital fraud compensation applies only from 1 Jan 2027. Why 2026 losses are excluded, how victims are affected, 5-day filing deadlines, and 45/60/5-day payout clocks.
The headline question
If you lost money to a UPI / banking scam in 2026 — or any time before 1 January 2027 — can you claim RBI’s new digital fraud compensation?
Short answer: No. The new framework is written for electronic banking transactions that happen on or after 1 January 2027. A 2026 loss sits outside that cut-off.
This post explains why that timeline exists, how it affects victims, what deadlines apply when a case is eligible, and how long payout can take after you file correctly.

What the cut-off actually says
RBI’s Amendment Directions state that they apply to electronic banking transactions undertaken by customers on or after 1 January 2027.
The small-value compensation mechanism is also framed around fraudulent EBTs occurring from that effective date, for a limited operative window (about one year from commencement), not as a back-dated refund scheme for older frauds.

Why the timeline is kept this way
People naturally ask: “I lost money in 2026 — why won’t RBI help under the new rule?” The design is intentional.
1. It is a forward-looking system change, not a retrospective relief package
Banks need new complaint classification, forms, reimbursement rails with RBI, board reporting, and staff training. A hard start date lets the system go live cleanly instead of reopening every old dispute under new maths.
2. It is a pilot-style mechanism with a bounded window
The small-value compensation pocket (gross loss up to ₹50,000; payout 85% of net loss or ₹25,000, whichever is less; once in a lifetime) is built to be measured and reviewed. Pilots almost always start from a future date so data, cost, and abuse risk can be tracked.
3. Evidence and fairness get harder the further back you go
Older cases often have missing SMS logs, closed chat threads, changed phone numbers, and incomplete UTRs. A prospective rule reduces fights over stale facts and keeps the five-day reporting logic meaningful.
4. Retroactive compensation would create a sudden claim flood
If every 2024–2026 scam could enter the new pocket overnight, banks and RBI would face an unmanageable backlog — and honest recent victims would wait longer.
5. The old limited-liability framework still exists for older facts
Pre-2027 losses are not “ignored by Indian law.” They are simply assessed under the earlier customer-liability / bank-process rules and ordinary cybercrime remedies — not under the new 2027 compensation formula.
How this affects different people
If your fraud happened in 2026 or earlier
- You cannot use the new 85% / ₹25,000 RBI small-value compensation track for that loss.
- You should still report on 1930 / cybercrime.gov.in if not already done.
- Pursue your bank’s fraud desk, written complaint, and grievance redressal under the rules that applied to that transaction date.
- Keep all UTRs and acknowledgements — investigation and recovery can continue even when the new compensation pocket does not.
If your fraud happens on/after 1 January 2027
- You may qualify for zero-liability reversal or the small-value compensation path, depending on how the bank classifies the case.
- Speed matters: the five-calendar-day reporting clock is central.
- Use the step-by-step guide: How to claim RBI digital fraud compensation in 2027.
If you are unsure of the exact date
Use the transaction date/time in the bank SMS or UPI history, not the date you discovered the fraud later. Eligibility for the new Directions follows when the EBT was undertaken.
Timeline to submit (for eligible 2027+ cases)
These clocks apply when the transaction itself is on/after 1 January 2027.
| Action | Deadline |
|---|---|
| Report to your bank (24x7 official channel) | Within 5 calendar days of the fraudulent EBT |
| Report on 1930 / cybercrime.gov.in | Within 5 calendar days of the fraudulent EBT (required for the small-value compensation path) |
| Keep evidence pack ready | Immediately — UTRs, alerts, chats, both acknowledgements |
Missing the five-day window can block small-value compensation eligibility and can weaken zero-liability outcomes in third-party-breach style cases.

How long until compensation is actually paid
Think in two stages.
Stage 1 — Bank examination
After the bank receives your complaint, it must examine liability and respond within:
- 45 calendar days for domestic fraudulent EBTs
- 60 calendar days for cross-border fraudulent EBTs
Possible results: zero-liability reversal, offer of the small-value compensation form, or reasoned rejection.
Stage 2 — Payout after the compensation form (small-value track)
If the bank finds you eligible for small-value compensation and you submit the prescribed application:
- the customer’s bank should pay within five calendar days of receiving that application.
So a realistic eligible journey looks like:
- Day 0 — fraud happens (on/after 1 Jan 2027)
- Day 0–5 — report to bank + 1930/cybercrime.gov.in
- Up to Day 45/60 — bank decides liability / eligibility
- Within 5 days after you file the compensation form — money credited (if eligible)
Zero-liability reversals follow the bank’s reversal process when that track applies; they are not the same as the capped compensation formula.
What 2026 victims should do instead (clear checklist)
- File / follow up on cybercrime.gov.in or 1930 with every UTR.
- Send a written complaint to the bank’s official fraud email / app channel with transaction proof.
- Ask the bank which pre-2027 liability policy applies to your transaction date.
- Escalate through the bank’s grievance ladder if stuck.
- Do not install AnyDesk / TeamViewer because someone promises an “RBI refund” — see Bank asked you to install AnyDesk for a UPI refund? That call is a scam.
- Treat viral forwards that say “RBI will pay all 2026 UPI victims automatically” as false.

Simple way to remember it
New RBI compensation math starts with transactions from 1 January 2027.
2026 and earlier losses do not enter that pocket.
For 2027+ eligible cases: report in 5 days; bank answers in 45/60 days; compensation form payout in 5 days after submission.
Frequently asked questions
Can a 2026 UPI fraud victim claim the new ₹25,000 RBI compensation?
No. The Directions apply to electronic banking transactions on or after 1 January 2027, so a 2026 transaction is outside the new compensation mechanism.
Why didn’t RBI make it retrospective for older victims?
Because it is a forward-looking / pilot-style system change. Banks need processes ready, claim volumes must be measurable, and stale cases are harder to verify fairly.
If I discovered a 2026 fraud only in 2027, does that help?
No for this new pocket. What matters is when the electronic banking transaction was undertaken, not only when you noticed it later.
What deadlines matter if my fraud is on/after 1 January 2027?
Report to the bank and on 1930 / cybercrime.gov.in within five calendar days. The bank then has up to 45/60 calendar days to examine and respond. Eligible small-value compensation should be paid within five calendar days after the bank receives your compensation application.
